According to the changes in the Criminal code of the Russian Federation, if a certificate of conformity (CoC), declaration of conformity (DoC) or test report is found to have been issued violating certification requirements, it may result in criminal penalties. In case the certificate is recognized as issued with violations, The Russian Federal Service for Accreditation (Rosakkreditatsiya) will convey information on all issued documents to law enforcement authorities for criminal prosecution.
A document, such as a test report or certificate of conformity, is considered to be issued «inappropriately», if products to be certified do not meet standards of health safety requirements.
Safety requirements cannot be met if:
1) Your product wasn’t submitted for testing when conducting a product certification procedure;
2) No audit of production facilities was organized by the expert to ensure the ongoing compliance of quality production processes;
3) No Inspection Control of your product for previously issued certificates (once a year, for the 2nd and 3rd year of CoC);
4) The Lab or CB experts are not registered in Eurasian Economic Union;
5) Test Reports and Certificates are issued in the non-accredited Certification Body.
