In short: starting from March 2020 Certification bodies are allowed to certify only products, falling under Certification group: (underwear, socks, RTW for kids ect). Authorities recommend Applicants to register DoC by themself, without involvement of third parties. Even if this service is for free, it has however some hidden problems leading to the liability of Producer.
The Russian Federal Service for Accreditation (Rosakkreditatsiya) recommends to register Declarations of conformity (DoC) using the electronic service. The electronic registration allows applicants to register DoC in electronic form, without involvement of third parties. The electronic procedure is considered for the following types of Declarations:
- DoCs with TR of the Customs Union
- DoCs with of TR of the Russian Federation
Registered declarations are publicly available in the Register of Declarations of Conformity immediately after signing by a competent electronic signature. The service can also be used for printing out DoCs and their annexes. To access this service, individual entrepreneurs or legal entities need to follow these 2 steps:
- to register on the Portal of State and Municipal Services
- to obtain a competent electronic signature by the Ministry of Communications of Russia.
By registration of Declaration electronically, applicant receives a unique QR code with a link to the corresponding registration on the website of Rosakkreditatsiya. All interested parties can verify the authenticity of the registered Declaration and its status by using the QR code.
Russian importers and buyers have now the possibility to receive the extract (the copy) of Declarations directly from the register in electronic form and print it. When requesting data, the extract is also placed in a specialized extracts repository. The implementation of the technology of blockchains ensures the reliability of data.
This service is getting more popular, as applicants can register DoC by himself. Nowadays, using electronic service every seventh declaration of conformity is registered in the Russian Federation.
