Every Technical Regulation has its own list of products, which require a certificate of conformity. To find out if your products need a certificate of conformity, you should contact our specialists for advice.
The certificate of conformity can only be issued after successfully testing your product in an accredited Laboratory and after passing the mandatory certification procedure by the accredited certification body. The certification body needs to perform an analysis of the production place in form of an audit or by evaluating the certificate of quality management system ISO. According to the requirements of the Customs Union, it is not possible to obtain a certificate for serial production without audit or without ISO certificate.
The certificate of conformity is valid throughout the whole Customs Union: in Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. The certificate for single delivery is bound to the one specific Russian buyer, whereas the certificate for serial production can be used by all existing or potential Russian customers. If the validity of the issued certificate is more than 1 Year, the certification body is required to carry out inspection control of the certified product. The frequency of inspection control is once a year.
The manufacturer as well as Certification Body are responsible for the certificate.
The list of products, which fall under the Declaration of Conformity is published in the attachment to every Technical Reglement. The DoC can be issued after successfully testing the product in an accredited Laboratory. The declaration of conformity can be issued for the period from 1 till 5 years and is valid throughout the Customs Union. After passing the declaration, it is allowed to sell products in Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. The Declaration of Conformity for singe delivery is bound to the one specific Russian buyer, whereas for serial production it can be used by all existing or potential Russian customers. Compared to the Certificates, No analysis of factory or inspection control, is requested for Declaration procedure.
The Applicant--that is the Russian company, which applies for the declaration--is responsible for the declaration.
For certain children’s products State Registration in addition to the Declaration of Conformity is also required. Products for children under 3 years old require further State Registration, which includes:
This letter, issued by accredited certification bodies, confirms the exemption of specific goods from the certification procedure. It is usually required for the sale of goods and says that some products can be imported and sold without any Certificates or Declarations.
