This will increase the transparency of certification procedures and improve the efficiency of control over accredited parties. Certificates with no Inspection Control, doesn’t matter if CB lost its accreditation or not, will be deleted by Authorities without prior notice of responsible Producer, what creates extreme difficulties to the Producers. The Ministry of Economic Development of Russia prepared the draft decree where introduced the new procedure of the creation and operation the Electronic Unified Register of Certificates of Conformity.
The draft document is a part of the implementation of the "regulatory guillotine" mechanism in the sphere of accreditation. This will increase the transparency of certification procedures and allow Rosakkreditatsiya to improve the efficiency of control over accredited parties.
The document establishes uniform rules for creation and operation an electronic form of a register of conformity certificates and aims to:
- systematize and centralize the information contained in the Unified Register of Certificates;
- reduce business costs when interacting with the state and eliminate excessive administrative burden;
- increase confidence in the conformity documents of products;
- ensure that the safety of products with valid CoC is confirmed and Inspection Control is performed.
The draft resolution proposes the creation of a unified open State information resource on the basis of the Federal State Information System of Rosakkreditatsiya. This system will collect, store and provide access to the data of the Unified Register of conformity certificates.
To provide an open access to the register data, it is planned to convert all information and documents concerning conformity case files into electronic form with signature of Certification Bodies in electronic form.
The draft resolution also provides the possibility of entering information into a Unified Register on passing the Inspection control over certified products to another Certification Body with a similar field of accreditation (in case the original Certification Body loose its accreditation). This will reduce the number of CoCs on serial products on which no inspection control is carried out by anyone.
The new procedure concerning the United Register is proposed to be implemented from January 1, 2021
