The Federal Accreditation Service of Russia (Rosakkreditatsiya) proposes to create a register of Representatives in EEU for foreign manufacturers, in which foreign companies will specify their Representative in the countries of the Eurasian Economic Union (EEU) in a certification procedure.
The idea is to update and make transparent the system of Representatives, which officially represents the interests of foreign organizations, producers within Customs Union market. A foreign producer in his own name would specify who really represents his interests on the territory of five countries of the EEU - it could be several organizations.
The Authorities want to achieve with this register, that the product should be certified only once, and if there are any claims to this product, the Certificates should also be recalled only once, which would prevent further product circulation. Nowadays one product certified by various applicant (producers, sellers, importers).
The status and responsibilities of real Representative will be defined again. The importance of the Representatives was underlined and neglected for the safety of imported goods. Domestic producers takes at the time more responsibilities and liability then foreign producers, and this has to be changed. It is crucial to bring to justice for violations of safety requirements a real foreign manufacturer, not his Representative in Russia or in another country of the EEU, but the one who has really produced products of inappropriate quality abroad.
