Implementation of the remote format of public services
On September 23, during the plenum of the 18th International Exhibition "Analytics Expo" in Moscow, Rosaccreditation has announced the results of providing public services using remote format.
The COVID - 19 pandemic has accelerated the processes of digital transformation of Rosaccreditation and led to the transition to new formats of work.
Within a month Rosaccreditation has developed remote method of assessment and implemented solutions for the use of videoconferencing, designed a guide on remote assessment, conducted several training activities and fully switched to electronic document management.
As a result, the expenses of applicants were reduced by 30% as there was no need for accreditation experts to travel to the manufacturing place.
In August 2020, 188 public services were provided in the remote format, in September - 160, 230 in progress, in November it is expected 400.
It is planned that the digital transformation tools will reduce the time of providing public services by half - up to 50 working days.
It was also discussed the digital transformation of the national accreditation system. The information system of Rosaccreditation contains more than 30 million records of CoCs, DoCs and test reports, more than 300 million records, 3 thousand product groups have been allocated as objects of technical regulation, digitized about 300 certification and declaration schemes. Format-logic and structural control of information provided by Certification Bodies (CBs) was implemented.
Important work activities on informatization in 2020:
- implementation of an electronic archive of CBs and a configurator of electronic fields of accreditation;
- expansion of information that can be transmitted through the interdepartmental cooperation;
- improvement of the remote interaction service for participants of the national accreditation system.
It is also planned to fully switch to the computer-readable format of test reports. This will allow the implementation of format-logic control of uploaded data.
Currently, the configurator of accreditation areas is undergoing trial operation. From 2021 it is planned to obligatory form fields of accreditation in electronic form for several types of CBs.
