In short: The Authorities has postponed for 6 months the deadlines for Government Control over the Certification Bodies and Laboratories working in the field of mandatory conformity assessment.
On April 3, 2020, Russia adopted the Resolution No. 440 “On extension of the validity of Accreditation and other aspects with regard to certification activities in 2020”. The Resolution raises following topics:
- Rescheduling the procedure of confirming the competency of accredited bodies (Certification Bodies and Laboratories) defined in Federal Law "On Accreditation in the National Accreditation System".
- The deadlines have been postponed for 6 months for Certification Bodies and Laboratories working in the field of mandatory conformity assessment. With regard to State and municipal institutions and accredited persons -postpone it by 12 months.
- Allow state and municipal laboratories to carry out testing without extending their accreditation, related to the prevention of the spread of COVID-19.
The state testing laboratories accredited in the national accreditation system have the right to perform in 2020 the works on research (tests) and measurements, conformity assessment related to the measures on protection of public health and prevention of harm to life, health of citizens under the threat due to the coronavirus spread.
These changes will reduce financial and administrative burden of accredited persons due to the coronavirus infection spread. The application for the compliance procedure must be submitted in accordance with the Resolution. In this case, the Ministry of Economic Development of Russia will be able to define specifics of consideration of applications for passing the procedure.
According to the Resolution, all activities within the procedures of mandatory assessment of the applicant's compliance are required to be performed mostly through remote interaction.
